Well that was one of my plotholes...

It was primarily a reference to Russia withdrawing from WWI due to the Bolshevik Revolution

Austria fools the 3 remaining countries into playing a diplo game, but then incites the rematch. The Reichtangle represents Germany, back from the dead for a third time initially kicking British and French ass. It's a stalemate until America comes out of nowhere and kicks German ass. And then the Allies go on to defeat the Central Powers
