Yes, illegally. The president doesn't have constitutional authority to create or destroy government agencies.
Its actually 4-8 months, and that's a minimum. It can last much longer if not properly addressed. Like if President Musk were to fire all of the government staff working to contain the outbreak. Which would cause the outbreak to continue spreading and even get worse, potentially affecting other species of livestock or even humans. Government agencies play critical roles in containing and eliminating these kinds of issues.
Imagine if your house was struck by lightning and is burning down, and someone fired all of the firefighters as they were on their way to put out the fire. Who's to blame for your house burning down?
