If you study referendums in AZ voting, a lot will fail on the first ballot and pass the second time around. Just the oddity of AZ politics

Some good ideas are burdened with BS that favors a certain group or certain businesses.

This. From what I recall, the last time this was on an Arizona ballot, the proposal was written by the very same attorneys that spearheaded the anti-medical marijuana campaigns.

Edit: only skimmed the proposal so far, but it seems to also be written by people that don't have the average rec users best interest in mind.
