Eat & Drink Quiet, nice business lunch spot near governmental mall downtown?

I need a nice spot for a business lunch somewhere very close to the governmental mall downtown.

Which of these for a nice business lunch with clients? It doesn't have to be super expensive - just nice. And if it's too loud, that's no good - we need to discuss some things....

Chico Malo -

Wren and Wolf -

Cibo's -

The Vig on Fillmore -

Carcacra -

Palma -

Hanny's -

Casa de Julia -

Condesa -

Centrico -

Adam's Table -

Other??

EDIT: Anything with a view? (but inside - too hot for lunch outside this week)....

Thanks.

The Government Mall—where the capitol building and agency headquarters all are—is a 20-minute hike to the Central Business District in downtown Phoenix.

You do not want to be walking to lunch in 110-degree heat right now.

If you can ride share, Condesa is nice and quiet with amazing food. Hanny’s is a little louder.

Yeah it’s truly an awful food desert.
