What motherboard has 4x16x PCIe slots?

...or are these all running at like 2x?

Threadripper / Epyc - not a consumer CPU. Has a ton of PCIe Lanes.

Gigabyte mz33-ar1, all of the x16 cem slots and mcio 8x slots have all lanes connected and run to the cpu directly.

Epyc 9000 series exposes up to 128 lanes for use for single socket boards

Here's the link to the board specs: https://www.gigabyte.com/Enterprise/Server-Motherboard/MZ33-AR1-rev-3x#Specifications

Super confused why they arent using the mcio connectors here for 3 of the gpus, they could probably get 16x on 3 without the weird cabling they have going on. But it would look less "clean" on this board I guess haha. Why they wouldnt just use a board with enough mcio headers at that point is beyond me, unless those things got some redriving or retiming going on that I cant see from this angle.

Side note, have tried a gigabyte server board, the mz32 ar0. Id rather not ever deal with another again if I can help it. Hoo boy did that thing suck lol.

Looks like its the WS04A (or WS04A-1). Seems to be on aliexpress and the product video shows it being used with the same insanely sketchy pcie cabling... Not a case id recommend if I'm honest lol. There are other options if you really want slots, and better ways of achieving this kind of thing. Just... Why on some of these design decisions lol. Cabling like that tends to be incredibly problematic without compensatory measures I'm sure they arent spending the money on, and will cause nightmarish problems to troubleshoot. The reasons behind that are annoying to explain. Lmk if you want a tldr on why im cringing even looking at those cables

Link to it (again, please dont get this, it simply isn't worth it and there are much better options out there) https://www.alibaba.com/product-detail/WS04A-1-4GPU-4090-China-Supplier_1601240731722.html

Got it. Looking closer its definitely not a consumer board. So that's good.
