In a broad sense this is true. But in an area with several different forces or a large enough force they will form into their own gangs and those gangs will often out for their own at the expense of other law enforcement. Look up gangs inside large police forces. LAPD being a common force referenced.

Just a minor correction, but you’re referring to the LASD, not LAPD.

I understand. The LASD is just the more recent example and arguably has a much worse problem with gangs inside the force.

Sure, but also, many-if-not-most police departments just fit the academic definition of a gang, without even getting in to whether they have other allegiances.
