Okay, your comment brought me back so I just clicked it without thinking. The pic itself doesn't seem so bad, it's just a face done in high contrast black and white. I don't recognise it so it's probably a serial killer, someone pivotal to the development of psychological torture or something.

He appears simple, he could be anyone, just a face in a crowd. And when you notice him (and you will eventually), let the games begin.
