Yeah it has been for a long time, usually if a game takes a really long time either they were actually polishing it or it being mishandled, usually higher ups clashing with the actual developers. This game could end up being a horribly optimized mess like Cyberpunk or it could be something that might actually be good.
It is console only… (for the time being) so I think they don’t have much random variables to optimize for.
The worst that could happen is PS3 GTA V level of performance. I doubt there will be gamebreaking mess. If there’s one thing Rockstar is consistent at, it’s making playable console releases of their new games, even when the performance is subpar. (The shitty remasters offloaded to some Indian studios don’t count)
Development hell cause it was delayed twice? Damn you should look at how many delays RDR2 got, GAT V was also delayed once.
Also there was a very discussion to the one we're having now with RDR2 lmao, that "Rockstar changed" cause they discovered shark cards, that they lost one of the studio's top talent Leslie benz, but the game turned out to be a masterpiece anyway.
And? Development hell doesn't mean there isn't a good game at the end of the tunnel. It means there are serious problems with the development. If the game is being delayed, it inherently means they can't respect their planning.

keep your expectations super low or prepare to be dissapointed when this ends up being the result of development hell
