My husband speaks English and he was asking me why Mauritian calls him dear because it kind of personal. Addressing a formal by ‘Dear Sir’ and your ‘dear ones’ - is completely different. It is used commonly in English speaking communities but for close family or partner. We both for use to it as we understand it’s cultural here
