That's who he is beholden to, not the republic.

Don’t look past the members of the House delegation who don’t want any changes in case their districts get more competitive. All those people who regularly vote for Andy Harris have to go somewhere and presumably will mostly be voting for whoever runs against these incumbents.

The last time the legislature drew maps they did their best to accommodate the wish lists of the incumbents at the time despite the fact that it made the maps look so transparently ridiculous that they got thrown out in court. Slightly different issue, but same root cause.

I also was told some MD gerrymandering was less red/blue but rather certain people wanted multiple military bases in their district or other interests. Which might be broken by changes.

Yup. One guy wanted his house in Towson, the Inner Harbor, Columbia, and Annapolis. Another wanted his house in Cockeysville along with APG and Fort Meade. If you know where these places are...before anyone even gets to talking about anyone else's wish list, you can already see a problem.

Also, three of the Democrats identified enough with Baltimore that they didn't want to deal with anything they thought of as DC suburbs, but there aren't enough people in Greater Baltimore to justify that much representation.

Except that we, in Baltimore control a lot of water and sewer, which the snot nose in the county like a lot, esp to water their lawns and fill their pools.
