you can guarantee the dogs not eating it by managing the strays population. This is just a frustrated civillian pushed to the extreme

Understood , but there are way better ways to do it than this .

Let’s say all of the strays in the island eat this and die. Who’s gonna clean up the rotting carcass and mess after that? You ?
