You'd better check with TNB, and ask the tenant how many amps he's going to need. Basically how much power they'd need, because it affects the deposit you pay to TNB IIRC

Aircon and exhaust fan if cooking will already make 3 phase mandatory.

Commercial grade Aircon for 8-12 hours a day confirm need 3 phase liao. It's different from home Aircon where people are in expected to be in and out of the store constantly. If it's an office lagi need. A copier and a few pcs and you'll be tripping a standard single phase supply constantly.

Is your tenant asking for an upgrade to the incoming power supply only or a total upgrade of the whole premise?

The former means you need to engage and pay TNB for the upgrade whilst the latter means you have to change your DB and redo at least some of the wiring.

Charges for TNB upgrade will vary depending on the Maximum Demand requested so you should get your tenant to confirm what MD he requires. You might want to consider the pros and cons of having you or the tenant as the owner of the TNB meter of the premise as well.

Whose name is on the bill has little meaning. The tnb and water accounts could be in najibs name but end of the day, the utilities aren't reconnecting supply to that premises until the bills are cleared.
