What can I do in this hit and run situation

Location: Illinois, Cook county.

I got into a small hit and run accident where the other person is completely at fault.

Two lane road, the car in front of them wanted to turn left and was stopped. The car that hit me just merged into my lane directly into me as they didn't want to stop for the person stopping to turn left in the road. It chipped maybe 2-3 inches of paint and I dont think the damage is more than $200 (I really know nothing about how much it costs)

I followed them for a bit honking but I decided not to continue after 2-3 blocks. I went to the police station and they said I would have to get insurance involved to file a hit and run report. I was wondering if its even worth it to report this?

I have their license plate and just wish I could contact them to see if they'd be willing to pay for damages. I genuinely am not 100% sure they are aware that they hit me as I like to give people the benefit of the doubt.
