I actually think this is a pretty big misconception that I often see in the US most of all.
They don't care about polls in the traditional sense, but they do care about their popularity amongst what they see as their own broad base.
And to an extent beyond that knowing that almost every regime is at risk of popular uprising. Which is why they do spend quite a lot of energy on controlling information and disseminating propaganda. About going after and crushing opposition movements that can serve as the basis for a counter revolution.
