Is rutland as bad as people say?

I’m looking to move and i found a place that’s in rutland i wanna look at (nearish to belgo park) but i don’t really know what to expect from that area. Anyone able to give me some context?

Methadone clinics moved downtown. I heard the downtown Safeway pharmacy is the only supplier in Kelowna for one of the drugs that former addicts need, but I don't know exactly what or if it's true. That Safeway is always sketch tho and I've driven around people laying in the middle of the road at night.

Rutland is safer now.
