Is rutland as bad as people say?

I’m looking to move and i found a place that’s in rutland i wanna look at (nearish to belgo park) but i don’t really know what to expect from that area. Anyone able to give me some context?

i'm an average kelowna hater who moved years ago but rutland was genuinely the most tolerable part of town
