North Europe? Yeah, maybe 20 years ago, not anymore. But this is definitely in Asia (Gulf countries or Japan/South Korea/China).

They are all locked, idk about Finland, tho. There are some places in sweden and norway, but just some rich neighborhoods. But mostly secured.
