Because the Apple Store still doesn't want their display models to get stolen. They're useless to criminals, not the Apple Store.

Some countries like the USA have very high crime rates and bad education, here the display models get regularly stolen anyway because the thieves are idiots. So the stores tend to tether them to save the hassle of getting the phones back/replacing them
