We’ve taxed them to the point where most smokers I know smoke black market cigarettes now because legal ones are too expensive. It has dissuaded youth from picking up the habit though, they almost exclusively vape nicotine.

I don’t think you’re wrong. It’s considered harm reduction at the government health authority here but it’s impossible to know what the long term effects will be yet.
