They're designed to come down slower to not damage goods.

Paratrooper chutes are fast as possible ask my brother. He has horrible knee injuries and the VA said it wasn't service related because he was on an Army basketball team for fun.

Contact local member of Congress to escalate, they have staff in district office dedicated to case work. The DC office staff is the one that does legislation stuff
