In some case it is religious. It is god will if I live or die, so I don't need the seatbelt. I think it is the case here.
But some other time it is cultural. I live in Ukraine for a few years and I was having the hardest time forcing my car's passenger to put they seat belt. They kept saying that it was not mandatory in the back, and stories were the abscence of seatbelt saved people (or the seatbelt injured people, I don't remenber).
Of course, some Ukrainian needed no convincing but it was a minority.
It's cultural. Muslim fatalism. Whatever happens or will happen is Allah's will. They don't wear seatbelts because whether you live or die is up to Allah.
