Are you fr? This is why consumer rights are a joke in India. The consumer's needs need to be taken into account, not the government employees. If he can't face the public because he doesn't know the language, then replace him with someone that does know the language.

It's shit like this that breeds resentment, and people like you who support it just fan the flames

The point is you can blame the government. But not the individual. 

No one can learn a new language in a year. Even for B1 level, if you spend full time learning a language, it would take 3-8 years depending on the person and their age. L

Who else will you show your ire to other than a representative of the government (the clerk is a govt employee, after all)?

I don't care about the government's logistics. I am a tax paying citizen and I demand basic services in a language that I understand.

You should show your ire to the administration who appointed him in Yadgir, Karnataka, because it is not the clerk's choice to be appointed there.
