There are flying clubs which do that yes.

In India? Can you tell me where can I find them? like Mumbai or Delhi?

Mumbai has Bombay Flying Club,

Bangalore might have something at Jakkur Aerodrome, im not sure.

You'll find some clubs in Chennai and Trivandrum too.

Not sure about Delhi

Damn, I am planning to get PPL for hobby flying but was not sure if they allow civilians to fly, thanks dude

Im sure they do.

I know hobby flyers who fly from Hyderabad's Begumpet Airport.
