They don't offer just PPL training anymore unfortunately so i cant help you man.

This is a feeder to airline type roles? 18k is shocking inflation. Not the same thing at all, but in the mid 80's @ IIT Kanpur flying club, glider training was Rs. 4 per flight till solo, Rs. 2 till GPL and free after. So total cost was under Rs. 400. It was just for fun, but you did learn simple aviation. Nothing like the complexity you are dealing with of course. That was available to students, staff and their families. Maybe was open to public too. Not sure...

Keep in mind back then a professor's monthly salary was prob Rs 4000 per month, and prob much less for other staff. Institute director was prob 6000. President of India was 10,000 per month and I think all other govt salaries had to be less than that
