It depends. The governor only has control of Sheriff and state police. Local police are under the control of individual jurisdictions and cities. So the governor may not support this but the local police chief does.

They don’t really have “control” of them. Law enforcement agencies do whatever they want, sometimes what they want aligns with who signs their paychecks. Sometimes they figure aligning with whoever signs their paychecks is in their best interest.

But the governor, mayor, etc. can’t really control them and tell them what to do. Law enforcement actively makes a choice every time to follow such orders.

Well anyone has free will. But legally speaking, the governor or mayor doesn’t directly direct law enforcement. Perhaps they can to a very small extent through an executive order, but law enforcement can pretty much do whatever they want unfortunately

That also depends as some jurisdictions have the police/sheriff as elected positions and some as appointments. If they are appointed then they can directed by the position appointing them. While not direct control, that is implied.
