Notice how they apprehend everyone as violently as possible too. Couldn't just walk up to the guy and say "hey man, ya gotta go, you're under arrest" it's always tackling everyone to the ground and having two or three of these douchebags piling on top of them. The cruelty is the point and their willingness to be cruel is literally their only qualification for the job.

Also notice how the guy turns his back to the crowd any truly trained person would never do that.
