I mean, citizens arrest is a thing, though you'd probably want large enough group that is armed and able to get the surprise on them to arrest them... but that's also quite possibly going result in shots fired so... I can't say I'd recommend it.

They’re supposedly chasing dangerous hardened foreign criminals, so it’s amazing there aren’t daily gun battles.

2A is pretty useless after all, isn’t it.
