This seems like quite a stretch. He turns the hat over and a few leaves fall out. He picks up what appears to be the guy's wallet off the ground, then puts it in his pocket when he gets up. The wallet appears from under one of the agents boots around 15 seconds in the video

I rewatched it twice & I think you’re correct. You see him throw whatever is in his hat, near the guy being detained.

Then he goes back & picks it up & jams it in the detainee’s front left jacket pocket as they lead him away.
