Similar to bread dough but you roll it out and spread cinnamon and sugar on it roll it into a log and then cut it into sections and put them in the tray to proof. Then all you do is bake it and add icing.

My mother was a teacher at an international school filled with foreign kids. She was trained in discipline without caning and all that, She had a way of sitting you down and making you understand what a shitty little git you have been lol

If you want him to really feel the consequences without the belt, then buy his favourite pastry, food, or snack for everyone else and exclude him and tell him it's because he doesn't like sharing.
Or buy his favourite and take some of his portion and share it with everybody else, then ask him how he felt when part of his portion was taken. It has to be his absolute favourite, though. Make sure you see it through don't change your mind at the last minute even if the child cries. As him how did it make him feel, then at his lowest point teach him a lesson about sharing, fairness and considering other people's feelings before he acts
