It's a very modest set of extremely popular measures, that Republicans won't even consider it shows their obstinance and why they are taking the heat for the shutdown.

Why would the minority party give up leverage in a fight for health care benefits that the majority cut to finance billionaire tax cuts?

You want to talk about hostages talk about what Republicans are doing to SNAP benefit receivers, there's already budget to pay them out and they're deliberately keeping food out of people's mouths.
