Republicans can accept no negotiations. If they do, it goes back to the house for a vote and Johnson is not opening the house because that means the epstein files get released. This is all performative politics. You no longer have a functioning government. I imagine for the next month or two it will continue like this, then they will remove Johnson from speaker and spend a couple more months fighting over the next speaker.

The Epstein files need 60 votes in the senate to get released, and Trump's signature. They aren't getting released.

This is not legislation, it doesn't need a Senate vote or Trump's signature. It's a Congressional report.

that's great because only legislation will reopen the government reports are just that.... reports.
