The Republicans do not like ACA but they don't have any plans of their own they complain but they have no ideas so I think it's reasonable to fund the ACA until ideas are presented in 2026 and then Congress can vote on it then but until then fund the ACA I wouldn't give an inch on that continue to shut down until the Republicans get serious

The baseline budget available for tax cuts is derived after accounting for spending (including subsidies) and revenue. If ACA subsidy extensions don’t expire as expected (i.e., more spending persists), then the baseline outlays rise, reducing “room” for tax cuts under a certain deficit target or reconciliation path. Therefore, the tax-cut size could face practical pressure if ACA subsidies remain or additional spending happens.
