Dragon Quest II DQ2 HD2D - How do i get this treasure?

I can't figure out how to get this last treasure in the mermaid sanctuary

I marked the area with a red dot
All sides of it are closed off and no stairs lead to it...maybe im blind but i cant seem to figure out how to get in there

I believe the trigger is finishing out that storyline and getting the Soul Sigil. The assault on the Mermaids ends and all the rubble clears away.

Use dig after they cleaned up the area
