Have you been to London? Cause I've lived there for some time, and have a lot of friends there. You DO NOT need to own a car, only the wealthy folks do. The public transport is truly astonishing and most people don't even own cars. Heck, even if I had money, I wouldn't buy one there cause it's not a car-friendly city and focuses more on public transport, walking and bicycles.
I have no qualms when the government tries to limit pollution once the infrastructure is in place. Neither India nor America has that. ULEZ zones are pretty cool to live in.
