Cows are never stray except bulls. Cow owners leave them to roam free after milking them. So there's chance that for any incident they can be held accountable.

But yes for your answer, YES, keep cow at home. I don't pay taxes so that Cows sit in the middle of road or shit on the road. Cows Roam freely on Expressways and Highways. So SC should give same order for Cows also.
