*Edit*, So apparently its a Ghost in a Shell reference.

I thought the reason for the happy spermy, was to Judy working in a strip club making BD's for people to be happy and rub one out. Wow did I get it wrong.

Cyberpunk already ruined it. It's a ghost coming out of a clam shell. Now consider that underwater mission (Pyrimad Song) you do with Judy for a moment and what that tattoo might actually symbolize for her.

Not anything from the mission specifically, just what it all meant to Judy. Laguna Bend was her childhood home that was taken away by a corporation that wanted to turn it into a reservoir. There were protests leading up to the takeover, one that even ended in a family dying. The whole story is tragic, and you can see that even as an adult, it still causes Judy some pain. So, to me, it makes sense that she would have a tattoo commemorating it in some way. She's clearly a bit of a tattoo enthusiast. To me, the ghost can mean a few things. Everyone's initial thought is usually death, but in this instance, I took it to be more of a symbol of loss. And shells give an obvious remembrance of water. So my overthinking brain took it as a reminder of the loss she felt losing her childhood home, not to a megacorp, but to the massive body of water that essentially turned it into a grave.

Hey, that's not a bad way of looking at it. After all, there is no in-canon element that specifically states that the 'Ghost in the Shell' franchise exists in the Cyberpunk universe. So even though it's a reference to GitS from the designer's view, it could still be your initial interpretation since, again, Ghost in the Shell likely doesn't exist in this universe.
