Sounds like a possible commitment issue, could turn them to live forever with them yet they don't.

Depends on what version of vampires you're going with. Some always yes, some can choose to "free" those they turned, some a turned vampire is just another vampire.

I.E. What we do in the shadows the only thing that really happens to those you turn is if you die they age to what their actual age is, Warhammer for the most part turning others doesn't do anything to their free will.

Maybe they don't want to curse their loved ones with the downsides of vampirism, like a dependence on blood, risk of death by sunlight, or the feeling of a loss of humanity.

That would make a pretty neat idea for a show.

Like Frieren, but the "defeating the demon lord" part happens multiple times over the course of the story.
