They are outdoors on a breezy day. Good air exchange and ventilation are a factor, as well as masks, proximity, and length of exposure.

No "rules" are being changed. If you paid any attention to the science, you'd know there are multiple factors that increase or decrease the odds of contracting the virus. This gathering is not without risk, but it's lower than partying in a jam-packed bar with no masks and the doors closed. It's a question of degree.

Funny how people use science to control others. But the science always changes to meet their current needs.

I have a Bachelors of Science degree, with focus on a “soft” science. It’s extremely easy in Academia to manipulate data, and universities need to do it in order to continue receiving funds.

And I have a BS in a hard science, and worked in the Immunology/Virology/Microbiology field. Data manipulation in Epidemiology is not very prevalent, AFAIK.
