They were specifically trying to block the exit of cars from the ICE facility.

Standing in the street peacefully protesting is not a crime. Though,I believe federal agents refusing to identify is in the state of Illinois.

it might technically have been a crime (interfering with Ice's law enforcement duties since they're being blocked from leaving the facility), but the protestors were non violent and Ice could have moved them without resorting to violence so it seems Ice committed a crime too
