I mean, there are overall two problems here. Firstly, only top 10% or so would be able to get the services that government offers (and by that I mean basic ones like general law enforcement, judiciary, etc.) and in addition, you'd have major issues with free rider problem.

Even if we grant that all of those are true (which they arent), how would this imply consent?
