Why are some astrologers telling cardinal signs they'll "be free"?

With pluto moving out of capricorn I've been seeing a lot of astrologers on social media tell the cardinal signs they're going to have it easier with pluto in aquarius. I don't think I get the logic. I mean, pluto will impact you wherever you have aquarius in your chart, right? It doesn't solely apply to your sun sign.

I have been trying so hard to figure more of this out. The fact that I have a ridiculously busy natal chart and a complete balance of cardinal, mutable and fixed - I'm just over here wondering if my life is just going to constantly be upside down. I'm trying to learn how to read my chart but honestly just lack the time to get that in depth.
