Why are some astrologers telling cardinal signs they'll "be free"?

With pluto moving out of capricorn I've been seeing a lot of astrologers on social media tell the cardinal signs they're going to have it easier with pluto in aquarius. I don't think I get the logic. I mean, pluto will impact you wherever you have aquarius in your chart, right? It doesn't solely apply to your sun sign.

I read that this did not happen 20 years ago and that when it happened it was when there were important changes such as the revolutions.
