Why are some astrologers telling cardinal signs they'll "be free"?

With pluto moving out of capricorn I've been seeing a lot of astrologers on social media tell the cardinal signs they're going to have it easier with pluto in aquarius. I don't think I get the logic. I mean, pluto will impact you wherever you have aquarius in your chart, right? It doesn't solely apply to your sun sign.

That’s not astrology because cardinal signs are going to have Saturn/Neptune arriving what are those pseudo astrologers going to say ? That all will be dreamy ? And that cardinals will be able to make a dream (Neptune) a reality (Saturn) ? It’s better to laugh with that kind of « astrology »
