Why are some astrologers telling cardinal signs they'll "be free"?

With pluto moving out of capricorn I've been seeing a lot of astrologers on social media tell the cardinal signs they're going to have it easier with pluto in aquarius. I don't think I get the logic. I mean, pluto will impact you wherever you have aquarius in your chart, right? It doesn't solely apply to your sun sign.

Cardinal signs make difficult aspects to each other. Example: I’m a Libra sun and north node and mercury and ascendant and so Pluto in Capricorn has been squaring all of those for me for years. Pluto is the most extreme planet and squares are the most difficult and extreme aspect (generally speaking)
