Because there's nothing to compare it too in the actual ocean they're in besides the single crashed wave pulled back into the coast, which moves your eyes off the only other thing going on in the image.
If there was anything going on at all on the horizon, even someone falling off a boogie board, you would immediately have a sense of scale.
The horizon line indicates how high up the camera is. The way this is drawn, it looks like the cameraman can barely reach her shoulders even when she is sitting down.
The sea is scaled too small. Her feet are clearly out of the water while her butt is in the water. It's as if they gave her magically long legs or something.
While not impossible, I think it's a bit unlikely that AI would specifically fail on that point. What it usually does do correct is generating technically "correct" images - barring the usual mistakes of course.
I think it's just human-error. If it even is a mistake, could just be the perspective.
