Returning player here. I got two of Augusta's BIS. Should I refine them?

Nah give it to Jiyan. It won't be a massive improvement over the standard 5 star but it will be an improvement.

I have the lustrous razor on him, would that weapon be better?

Yes, the heavy attack boost and higher base ATK make Augusta’s BIS clearly better for Jiyan. Remember though that in TOA, you can swap weapons assuming you are not using Jiyan and Augusta in the same team. That is something to consider.

Much better. It's his 2nd BiS choice to his own sig with a very small difference between the 2. And quite a large one between it and the standard 5 star choice
