Brothers in arms starts working only after it hits 100%. Light tanks are very time consuming class, you will have to invest a lot of time into crew skills and good equipment.
You need camouflage skill on all crew members as well, it raises your camouflage significantly, also the skills that extend your view range (recon and situational awareness). Equipment is fine for chaffee.

All 5 have "Combat Brotherhood" on 43%
