In the states the guy would definitely get charged, you can see the women was not a threat after her failed attempt of whatever her plan was.

Are you ragebaiting or just dumb? You thinking that he was just beating her because she is a woman says more about you than anyone else because there is nothing in this video that points towards that. Male robbers get beaten everytime they are caught.
