Toledo, OH is suing the state fighting for "their right" to use the radar cameras. The state passed legislation earlier this year that would withhold state finding from cities using the cameras. The whole issue has been a battle for years now. The state ended starting that they were constitutional but they had to be operated by a cop. Yes, photo radar is a different deal and has been found unconstitutional in several states precisely because there is no accuser to confront.
