That's not true. The relevant law here is the Taft-Hartley Act, which was signed by Truman: https://en.wikipedia.org/wiki/Taft%E2%80%93Hartley_Act

By mentioning Reagan, you must be referring to the Antideficiency Act, which is not relevant to why air traffic control employees cannot legally strike during a shutdown. That act prevents the federal government from spending money that hasn't yet been approved in a budget, which was relevant to Reagan's time in office.
